In order to win your team needs to capture all capitals (China, Nigeria, USA, and Germany), have everybody in the opposing team must be out of the top five on the Scores page, and have the opposing team at equal to or less than 15% troops.
Currently reset is handled by Admin and select moderators. There is an automated system that is in the process of being coded.
